Correct. Google treats root domains as distinct from the index pages which they translate into (for PR calculations). This is because there are many possible default extensions for a the index and Google does not know if index.php, index.html, index.htm or some more arcane naming system has been set as the default.

It's best to always link to the root domain instead of the index page IMO.

My Google toolbar says the forum only has a PR of 6/10. Is this accurate? Is there a way of getting a more accurate reading?

There is no reliable way of getting a more reliable reading AFAIK. (I assume by that you're looking to know how many decimal points are the integer.)

The toolbar is spitting blanks for me at the moment - it's greyscaled out. Another PR update during this general update?

And - yes - Google reads every URL as an individual page. Good harmonised links is pretty essential to prevent split PR, but even still, it's a simple issue to fall for. We can only hope that Google learns to rationalise that "/" and "/index.ext" are the sme page - you think that it would be an easy enough thing to do.
