I'm not quite sure what you're getting at here, but I'm going to work on the assumption that you're meaning 'during a recession'.

Some businesses that often do well during difficult times include:

- discount/budget stores
- industries that offer 'essential' products (eg. healthcare, utilities, etc.)
- gold trading / pawnbrokers

I'm sure others will be able to add to the list.

As a non-professional it seems to me that the most obvious kind of small business to start right now would be as a service provider. Offering some kind of specialist skill that people would be willing to pay for because they cannot receive it anywhere else locally.

Within retail there are already so many big companies that can undercut anything you're selling it's very difficult to compete.

That really depends on where you're good at. We can all monetize whatever passion we have. Or you can observe what problems are there around and hit on that.

Depends on where you are located or the target business location.. like if you're near school and you have some "talent" in cooking.. or at least interest and love for food, then a canteen or restaurant would be good.. Or school supplies is good too
