My website has a normal HTML structure and a WordPress installation. I use the WP for Blogging and some pages. The main site has pages on various topics for small business users.

What would suit Bing or Google best, HTML or WP ? I am thinking both are the same, but would like other opinions.

I don't really understand the question. WP is a content management system that outputs HTML. It's not a case of using one or the other...

If you were going to create a page of information, would you elect for an html coded page, or one created inside WordPress?

I still don't really understand what you are getting at. If I create a page within Wordpress, the end result is still going to be an HTML page.

Maybe you create and maintain your own business websites, but there are many that pay to have a site built. They either pay for ever to have jobs done, or buy software and learn how to do it themselves. This is the html method.

Wordpress can be a lot easier to use, and maintain and modify, with great online support, and it is free.

If you create websites, do you plan for only you to do any work, or make it an open site?
Hope this helps explain my post?

I think I get where you are coming from, I take it this is a paid for Domain, to which you want people to be able to add their own input, and possibly have a page to promote themselves.

However if you have a free blogging site within wordpress then very little, as it will just be a sub page on a blog, which as far as I am aware have been downgraded within search engines. Also allowing this leaves you open to being closed down by Wordpress for infringing their guidelines, because you can be sure any early uptake will be the nutter (sods Law decides this) using the space to make a Political rant, or link to dodgy porn sites.

If you have a paid for domain, then it could be a way of attracting traffic, as the person will no doubt be trying to plug selling widgets or providing a service, I would assume being allowed to take a page for free after contacting you.

I have just started fighting with Joomla (Wordpress just left a blank screen?) but it will be a couple of weeks before I am fully competent, fortunately I am running under Weebly at the moment so a very professional looking site, but limited in its abilities.

It doesn't matter if you use a static html page or a Wordpress post/page. More important is to have good clean code so it is clear to Google and page loads fast.
